Dr. Becker is an environmental and natural-resource economist specializing in water economics, environmental valuation, and cost–benefit analysis of public policies. He is currently on sabbatical at the State University of New York College of Environmental Science and Forestry (SUNY-ESF). He is a faculty member at Tel-Hai College in the Galilee, Israel.
